“Horse Capital Of The World” title tarnished in horse abuse scandal in Pendleton Co, Ky

Disgust, Horror, Sadness, Anger, Sickening, Nausea, Hatred, Revolting, Furious, Outrage etc.. are words that should come to mind when you review the ‘Larry Browning’ case from Pendleton County, KY. Mr. Browning’s repeated behavior of neglect and abuse coupled with an unfavorable resolution to the case should speak not only to the ‘implied’ hidden corruption but also to the integrity and manner in which this case was handled. The title “Horse Capital of the World” must mean nothing if this continued neglect and abuse is a common occurrence in the equine industry throughout our Commonwealth.

There are two sides to a story. What defines those sides, are the characters in the story and the evidence submitted. The facts alone are astounding and speak to behavior I myself can not comprehend. Photos don’t lie, regardless of what a report says. If we as Kentuckians, continue to allow this picture to be painted as a means to attract Industry and Business, then we are surely destined for demise and failure not only in our economic landscape but in our moral landscape as well.

No one should be above the law! It would seem though, that is exactly what we are led to believe looking at THIS case. The County Attorney, Jeff Dean did not exercise his full power to prosecute Mr. Browning and allowed Mr. Browning to enter an Alford plea, offering at best, a minimal punishment that might as well be a blank sheet of paper. Did I mention that Larry Browning still has horses? Mr. Dean was elected to do a job and took an oath to be fair and impartial. He had every opportunity to recuse himself from this case and did not in spite of Mr. Browning being his friend.

You could also infer from the actions of Deputy Sheriff Todd Dennie and Sheriff Craig Peoples as being culpable, as they too refused to be involved and even went so far as to agree to be witnesses for Mr. Browning’s defense. The counties own animal cruelty officer Steve Johnson, refused to investigate, ignoring the complaints and DOCUMENTED evidence. Ask yourself, if these individuals are capable of being complicit in turning a “blind eye” to this type of abuse, then what else are they capable of?  As elected paid officials of their county, they took an oath and were SWORN to uphold the law, even when the person breaking it, was a friend.

Mr. Browning’s disregard for horses dates many years prior to the 2011 case and even then no charges were filed. The investigations start in 2011 up until his last plea deal in January of 2015. Mr. Browning’s defense has continually been “they were dropped on my property” Browning denied any allegation of abuse. “I’ve actually traded ponies and horses for 50 years. I’ve never been accused of starving anything in my life. I don’t believe in it. I wasn’t raised that way,” Browning said. That’s the same thing Browning said in 2011 when he was investigated and 10 horses were in such bad shape they had to be euthanized. Browning was not charged in that case. I challenge Mr. Browning’s defense. How the hell do that many horses get trailered in and dropped off in the dark on a state road? Furthermore, why did he not report any of them?

As much as Mr. Browning and others would love us to buy into that story, you can not, based on the repeated offenses, condition of the horses, testimony of others and the photos. Collectively, they paint a very disturbing picture. Make no mistake, these animals suffered a very painful, ghastly, horrific death. Those that did not die, suffered unimaginable pain, starvation and dehydration.

What are we to take from this case when the outside Equine Cruelty investigator from Kenton County, Scott Pracht appointed by Pendleton Judge Exec Henry Bertram, submits his resignation on Jan 15, 2015 because of a LACK OF A PROSECUTION? If that does not speak volumes to the atrocities in this case, then nothing will.  The toll financially and physically has left many in the county scarred, heartbroken and traumatized. I urge you to write county officials and express your outrage at the inexcusable outcome in this case.

49 dead horses found on Pendleton Co. farm`APRIL 2014~In what one investigator called the ‘worst case of animal cruelty” he’s seen, 49 dead horses and 15 others that appeared emaciated were found on a Pendleton County farm Monday.

Some of the horse skeletons on Larry Browning’s farm were found still wearing halters. Some were so starved their ribs showed through their skin. There was very little hay for the horses to eat, some of it in pools of water along with horse carcasses, county animal control officials said. Browning told them he planned to sell all the horses, either to private owners or to slaughterhouses outside of the country, by May.”In nine years, this is the worst case of animal cruelty I’ve seen,” said Scott Pracht, the county’s equine investigator.

*FACT 2-

Animals’ Angels Inc., a non-profit organization that investigates cases of animal abuse and other instances of cruelty in the slaughter pipe line in the United States, claims “this incident wasn’t the first time Browning was accused of mistreating his animals”. Animals’ Angels reports investigators found about 100 horses “very thin, emaciated, lethargic and coughing” on Browning’s farm in 2011.
“Some were penned in an area used for manure disposal, standing on ground covered with manure and urine, their hay thrown on top of the filth,” the report states. Animals’ Angels investigators said they obtained photographs taken at Browning’s farm on June 15, 2011 that show “extremely emaciated horses.”

Hi everyone, My name is Rhonda, and I just wanted to 1) apologize for this horror! I am in no way personally responsible, but you all should know up front, that at one time I was his stepdaughter for many years. It sickens me to think back on those years or to be associated with this DEMON in any way! 2) I wanted to ask I’d anyone has any fresh info on the status of this case. My Mother & I know this man too well & Have known him up close & personal for 40 years. He is guilty!!! He is guilty of all these charges & so much more!!! I only wish the police & investigators had bothered to question me or my mom…but they didn’t! Mom divorced his nasty wicked self 11 years ago, but OMG, THE STORIES WE COULD TELL! My Mom managed his horse business for years & is very familiar with his cruelty to the horses among other things! It’s really killing her to think that he will actually get away with this….again!!!     What judge would let the man go? How can this go unnoticed? This guy should rot in jail, plus pay for the vetting of the remaining horses.. Sheriff Todd Dennie and Sheriff Craig should be punished for looking the other way.David Fields, Judge/Executive

    • You are correct Cumhara, he did not report any. What I find interesting is that his farm hand stated “he took them in, based on his kindness”. Yet Mr. Browning states they were dropped off. So which is it.

We her in Kentucky are outraged…and will never let this go away…this is the last straw as they say….we are fighting back and were just beginning…..change is a come’in…..We all have made a formal complaint to the Ky. Bar Assoc. we have contacted the Attorney General…and oh so many more…Oh no this will NEVER go away…..like the prosecutor thought he could do….Justice I think not…not by a long shot….Disgustingly sick….I spoke to the prosecutor and he had the gall to say to me we didn’t want to charge Larry, including the police he said and their investigator not Scott none wanted to charge him but just wants him out of the business….can you fathom that!!!!! He also said Scott the part time Equine investigator the judge brought in did not do any scientific analysis…so another words ALL those horses that died had to be analyzed FOR WHAT death from natural causes??? Seriously….??? Yeah, no this is NOT the end of this, it’s just the beginning !!!!! Were all going to be very professional, but we are going to be their worst nightmare….. FIGHTING BACK in KENTUCKY!!!! FINALLY!!!!

  3. my heart is pounding with hurt, anger and frustration. WHY?? why is this p.o.s. getting away with such horrific abuse and torture of our innocent horses?. Has the media exposed this?. so many years. has the stepdaughter/x wife gone to the media?. there has to be justic for these poor horses..PLEASE!!!

    I hope the law is doing the right thing by these poor helpless animals that endured much torture and abuse. Imagine you had nothing to eat, left to starve, fend for your self with by no means be able to care for yourself? Imagine your suffering…we’ll imagine their suffering. This is HORRIFFIC, UNACCEPTABLE, UNFORGETTABLE INJUSTICE, SICKENING, AND WE NEED JUSTICE AND HOPEFULLY JUSTICE WILL BE SERVED!

  6. KY legislators must pass strict animal protection laws NOW. KYs are the worst and this proves it. Where is HSUS BTW ? Also I think Farm Bureau is preventing passage of animal protection laws. At least the weak ones we have need enforcement !

    • There are many who sympathize with the accused. The “good ol boy farmer institution” mentality. I think the FUNDAMENTAL issue is this. It is how we regard the label for animals and that is “property”.
      Until we CHOOSE to recognize other than by mouth on paper that they are creatures who deserve at least respect and decency, then it won’t change~

    I am so sick of seeing this type of abuse and neglect. How could any one leave this man go unpunished. Maybe if they would punish him and set an example we wouldn’t see this so often. There is something seriously wrong with a person who would let this happen and that includes the authorities who do not act on it. Horses are such amazing, gentle creatures but unfortunatly they are dependent on human beings. If you are not going to take 100% responsibility for them, don’t buy them or breed them!!!!!

    I thought that when a horse died on your property you HAD to report it and get someone to come pick it up. At least thats what I was told when I lived in Winchester and had a horse to die. I had heard about this case, this is the first time I had seen pictures. I’m sick to think that those poor horses died, too many carcasses for them to all have died of natural causes. Starvation is more like it by the looks of the living horses. If the man can’t take care of his horses he shouldn’t be allowed to have any. And he should be forced to report when someone drops them off on his farm. Anyone that drops them off should be punished for leaving the horse to die because that is what looks like happens to them. He may not be punished here on earth but come judgement day Larry Browning will be answering for his sins to the ultimate Judge.

    • Of course Karen you are suppose to report it. He LET THOSE HORSES suffer their death and he knows it. He let them LANGUISH day after day after day. You can’t trailer in 50 horses even over a period of weeks. Then he wants us to believe that they all arrived near death. It’s such bullshit

    • Brian you are absolutely correct. The outcome in this case sent a clear message and set the precedent for future cases. Isn’t it dumbfounding to think we have laws that clearly don’t work and end up costing the tax payer double.

    This is DEPLORABLE!!! Does Kentucky not have any DEQ, because I believe that dumping a carcass into a water source is against the law as well… Why would anyone in their right mind let this man get away with doing this to these poor animals. He is not rescuing them, there is not a single healthy animal in any pictures. The dead are all in, or near a water source which is not an appropriate way of disposing of them. Why would he not get slapped with fines for that, for abuse. Nice Black Eye you have just given the state of Kentucky. This is a horrible fail for these poor animals. I applaud the ACO for resigning because of this tremendous tragedy of justice….

    All the officials keep looking the other way and letting it continue. I’ve complained, signed petitions, even got PETA involved, with no follow up.
    I’m not sure who to contact next. But I do know this needs to stop.

    I fail to understand why Mr. Dean thinks the animal control officer should have been the one to do any scientific investigation. That is not within the purview of an animal control officer and any animal control officer that was called to the stand and asked to testify about scientific investigation he had done would have been flayed by a defense attorney. It simply is not part of an animal control officer’s job or field of experience/expertise. Having an animal control officer testify about scientific findings in a neglect case would be akin to having a police patrol officer testify in the Ryan Widmer murder trial about the scientific findings on the bathtub and in the lungs of his drowned wife. In other words, not his area of expertise. A veterinarian would have been the one able to speak to the scientific findings. How dumb is the county prosecutor??! He is the laughing stock of the Harvard grad attorney who got him to offer the deal in the first place. Those yahoos all need to GO, from the prosecutor to the entire sheriff’s department, to the entire fiscal court. Someone called it a failure of leadership. That is an understatement

    I lived across the road from his brother, who was also in the horse ‘business’ . I had to watch his horses and dogs suffer too . I had my own horse and dogs and was always afraid of what they would do to me or my animals if i filed a complaint. It was beyond uncomfortable. Once, I tried calling every and anyone outside the county to come out and investigate when one horse lay dying in full view. They shrugged me off. I called the state police and finally someone came. Nothing much changed. I was told, Because he is a ‘Browning ‘ that dealing with dying horses was part of their business that they are in . Im guessing that meant the sale barn in Maysville. I hope Pendleton county sees that the ‘good ol boy’ attitude of protecting one of your own is a wrong that will never be right. Boys, this has gotten out and its gotten bigger than you.

The so-called human needs to be taken out tied to a corner of a pen with a bunch of baby calfs , without clothes fed once a day two pieces of bed one small glass of water for 5yrs if he lasts if not dig a hole or just drag the body to the woods let the wild have the rest . If there is no one that can handle it , if I was able , I’d not think twice . He doesn’t deserve to live and he only deserves what he done to GOD’S creatures . GOD how I hate to see this and no one does a thing .

    We pasted this farm before and seen a dead horses floating I’m the pound next to the hay they where eating also in the water we did call and no one did anything there was also alot of horses in this tight fence with no food all mid and a lot of under weight horses I live in Pendleton and never seen anything like this before
